A useful chess club is small enough that names begin to repeat. You remember who always plays the Caro-Kann, who likes late-night blitz, and who will actually look at your game after losing.

That is the standard we are using for clubs on Shatranj. A club needs a clear purpose, a visible group of members, and a reason to come back next week. A large member count on its own does not create any of that.
